The difference that outlasts the price
Both meter in credits, so both share the same underlying problem: the second pass over a list costs the same as the first. Where they diverge is expiry. NeverBounce credits expire, which turns an allowance bought for a campaign that slipped into money you no longer have. ZeroBounce credits are more forgiving on that front.
That matters more than the headline gap for anyone whose volume is lumpy. A cheaper plan whose credits evaporate can easily cost more per address actually verified than a dearer plan whose credits wait for you.
