What each type means for the caller
- Toll-free: 800
- Free to the caller, usually only from inside the country; the business that owns the number pays for the call. 9 digits after +852.
- Premium rate: 900
- Charged above a normal call at a rate set by the service, with part of the charge going to the service provider. 5, 6, 7, 8 or 11 digits after +852.
- Universal access (UAN): 3001–3009, 301, 3020, 3024, 3027, 305–307 or 3089
- One national number for a business with several sites, routed to the nearest or chosen office. 8 digits after +852.
- Personal number: 810–814, 816, 817, 819, 820–823, 826, 827, 830, 832–834 or 837
- A follow-me number that forwards to whatever phone its owner chooses, so the digits don't reveal the line behind it. 8 digits after +852.
Writing and dialling a Hong Kong toll-free number
Hong Kong has no trunk prefix, so the number is the same at home and abroad; in E.164 put +852 in front: 800 123 456 becomes +852800123456. Many freephone numbers still only accept calls from inside Hong Kong, and a call from abroad that does connect is usually charged.
Toll-free and premium numbers in a phone list
In a lead or customer list, a toll-free number usually reaches a company line rather than a person, and a premium-rate number costs you money to call. The free toll-free number checker flags them in a pasted list or CSV, and the Hong Kong phone number format page covers mobiles and landlines.

A prefix says what a range is for. A live lookup says what the line is now.

The numbering plan only knows what a range was issued for.
In the US and Canada mobiles and landlines share the same prefixes, and anywhere a number can be ported or reassigned the range stops telling the whole story. A live carrier lookup asks the network data instead, which is what Pro + Phone ($49.99/mo) adds.
