How do I add a pre-filled message to a wa.me link?

Add ?text= and the message, URL-encoded, after the number: https://wa.me/447700900123?text=Hi%2C%20I'd%20like%20to%20book. Spaces become %20, and characters like &, ? and # must be encoded too or the message gets cut off. The tool encodes it for you and shows how long the encoded link gets.
