Area code 833: toll-free, not a location
Area code 833 is not a place. It is one of the 7 North American toll-free codes (800, 833, 844, 855, 866, 877, 888): the subscriber pays for the call, so it is free to the caller, and NANPA lists 833 in service since June 3, 2017. A 833 number says nothing about where its owner is.

What a 833 number is for
The toll-free codes are interchangeable: 1-833-555-0123 and 1-800-555-0123 would be two different numbers for the same kind of service. The owner chooses which parts of the NANP can reach the number, which is why some toll-free numbers can't be called from every country that dials +1.
Toll-free numbers in the US are reserved and managed through Responsible Organizations (RespOrgs) in the toll-free registry run by Somos, the FCC's toll-free numbering administrator, and they can move between carriers. Because the code carries no location, an area code lookup can't give a time zone for a 833 number.
In a contact list, a 833 number usually reaches a company line rather than a person's phone. A bulk validator tags it as toll-free so you can keep it for calls and leave it out of SMS sends that expect mobiles.
The full set of free-to-call and charged ranges for +1 is on toll-free and premium numbers in the United States.
