What the registry says

This status code is returned when a message is received with a Require-Recipient-Valid-Since field or RRVS extension and the receiving system cannot complete the requested evaluation because the required timestamp was not recorded. The message originator needs to decide whether to reissue the message without RRVS protection.

In practice

X.7.19 means the receiver could not check the RRVS date because it never recorded when the mailbox was created. RFC 7293 leaves the decision to the sender: resend without the check, or do not send. It is very rarely seen. Because the check could not run, the message was not delivered, but nothing is known to be wrong with the address. RFC 7293 describes the trade-off in detail.

What the sender should do

Decide whether to resend without the RRVS check, as RFC 7293 leaves that to the sender.
