In practice

X.6.6 comes from the BURL extension, where a client asks a submission server to fetch content from an IMAP server instead of uploading it. It is very rare in ordinary sending. If you see it, the referenced content was not available to the submission server. Ordinary SMTP clients do not use BURL, so this code points to a specialised mail client or a mobile mail system. It does not indicate any problem with the recipient.

What the sender should do

Check that the content your client referenced is still available to the submission server, or send the content directly.
