Sending rules and list practice

What is a bulk sender?

Also called: Gmail bulk sender requirements, Google and Yahoo 2024 sender rules

A bulk sender, in Google's definition, is anyone who sends close to 5,000 or more messages to personal Gmail accounts in 24 hours. Since February 2024 Google and Yahoo have required bulk senders to authenticate with SPF, DKIM and DMARC, offer one-click unsubscribe, and keep spam complaints below 0.3%.

Messages from the same primary domain count together, and Google says that once a domain is classed as a bulk sender, the classification is permanent.

The full list for bulk senders: SPF and DKIM both set up; a DMARC record (p=none is enough); the From domain aligned with SPF or DKIM; one-click unsubscribe on marketing and subscribed mail, honoured within two days; and a spam rate below 0.3%. Every sender, bulk or not, needs SPF or DKIM, valid reverse DNS and TLS.

Yahoo's rules are close to the same and do not publish a fixed volume. Outlook.com added similar requirements for high-volume senders in 2025.
