How to Clean a Contact List Before a WhatsApp Broadcast or Bulk Message

··5 min read

To clean a contact list before a WhatsApp broadcast, convert every number to full international format (country code, no leading zero), remove numbers that can't exist, remove fake and duplicate numbers, set aside landlines and toll-free numbers, and keep only contacts who opted in to hear from you on WhatsApp. There's no official way to check which numbers have WhatsApp accounts, so a list of valid, opted-in mobiles is as clean as a list can honestly get.

Why WhatsApp lists need cleaning

WhatsApp identifies people by their phone number in international form. If your list stores 07400 123456, (415) 555-2671 and +44 (0)7400 123456, some of those get saved under the wrong country, some don't match an account, and duplicates show up as separate contacts.

Two more WhatsApp-specific details:

  • Broadcast lists in the WhatsApp Business app only reach contacts who have saved your business number in their own phone. A clean list helps you see who should be getting your messages; it can't make someone save your number.
  • The WhatsApp Business Platform (the API used through providers) needs opt-in, and messages a business starts outside an open conversation go out as approved templates. Messages to numbers that aren't on WhatsApp fail and are reported back by your provider. Many providers charge per conversation or message, so check how failures are billed.

Either way, every bad number is a message that won't arrive, and every number you message without consent is a risk to your account. WhatsApp can restrict business accounts that get blocked or reported by many recipients.

Step 1: start from opt-in, not from your whole CRM

Export only the contacts who agreed to hear from you on WhatsApp, or who started a WhatsApp conversation with you. If your opt-in records are by email or SMS, that's not the same consent. If you're collecting new opt-ins, the email consent checkbox generator gives you unticked opt-in wording you can adapt for WhatsApp. Contacts in the EU and UK also fall under GDPR; this isn't legal advice.

Export to CSV and keep the phone column as text so Excel doesn't strip zeros or switch to scientific notation (why that happens).

Step 2: format every number internationally

Upload the file to the free WhatsApp number formatter. Choose the default country for numbers saved without a country code. For each row you get:

  • The number in E.164 (+447400123456).
  • The wa.me digits (447400123456) and a click-to-chat link.
  • A flag on numbers that can't exist, repeated numbers, and landline or toll-free ranges where the numbering plan identifies them.

It runs in your browser, so the list stays on your machine. The rules behind the format, with examples for a dozen countries, are in WhatsApp number format.

Watch for the classic conversion error: a country code added in front of a domestic number that still has its leading zero (+4407400123456). The formatter reads those correctly when the default country is set; drop leading zero after country code explains the fix in a spreadsheet.

Step 3: remove numbers that can't work

From the formatted file, drop:

  • Invalid numbers. Wrong length, unallocated ranges, a country code that doesn't exist. For a larger list, or one mixed with emails, upload it to the verify page or the bulk phone number validator, which check each number against its country's numbering plan.
  • Fake numbers. 555-555-5555, 0000000000, 1234567890 and reserved fictional ranges such as 555-01XX in North America or Ofcom's drama ranges in the UK. The fake phone number checker flags them.
  • Duplicates. Dedupe on the E.164 value, not the raw text, with remove duplicate phone numbers.

Step 4: set aside landlines and toll-free numbers

Personal WhatsApp accounts are almost always on mobiles, because signing up needs a code by SMS or voice call to the phone. The WhatsApp Business app can be registered on a landline using voice verification, so a landline might be a business contact's WhatsApp number, but for a list of customers, landlines are mostly dead ends.

  • Outside North America, mobile and fixed-line numbers usually have different prefixes, so the formatter or validator labels them.
  • In the US and Canada, they share area codes. A live carrier lookup returns the line type the carrier reports (mobile, landline or VoIP). Try one in the landline or mobile checker.
  • Toll-free numbers are almost never personal WhatsApp accounts. The toll-free number checker finds them.

Don't delete the set-aside rows from your CRM. They may be good for calls or email.

Step 5: don't use a "WhatsApp checker"

You'll find services that promise to tell you which numbers on a list have WhatsApp. WhatsApp doesn't offer that lookup, so they rely on unofficial methods such as automating a WhatsApp account, which WhatsApp's terms prohibit, and you'd be handing your customer list to an unknown third party. We explain the risks in how to check if a number is on WhatsApp. The list of valid, opted-in mobiles you have after step 4 is the honest version.

Step 6: send in batches and watch failures

Start with a small batch. If your provider reports a lot of failures for numbers not on WhatsApp, look at which source those numbers came from. Remove numbers that fail repeatedly rather than retrying them every campaign, and honour opt-outs right away.

The same list, other channels

Most teams that message on WhatsApp also email and text the same people. If your CSV has an email column, the verify page runs a live SMTP mailbox check on each address in the same upload, and reports catch-all addresses as risky, never guessed valid. For SMS, landlines are a dead end too; see can you text a landline.

What it costs

Common questions

Why do WhatsApp broadcast messages not reach some contacts?

In the WhatsApp Business app, broadcasts only reach contacts who have saved your number in their phone. Beyond that, numbers saved without the right country code, numbers that don't exist and numbers with no WhatsApp account won't receive the message.

How do I format numbers for WhatsApp in bulk?

Use a bulk formatter that converts each number to international format: country code, no leading zero. The free WhatsApp number formatter does it in the browser and gives wa.me digits and links too.

Can I check which numbers on my list have WhatsApp?

Not with any official tool. WhatsApp doesn't offer a lookup for arbitrary numbers, and third-party checkers use unofficial methods that can break WhatsApp's terms. Filter to valid mobiles instead.

Do I need consent to message customers on WhatsApp?

Yes. WhatsApp's business policies require opt-in before a business messages people, and local privacy and marketing laws also apply.

Check your list before you send

Real mailbox checks over SMTP, and nothing is sent to the address. Sign in with Google and your first 100 email checks are free, no card. Plans for bigger lists are on the pricing page.
